James M. Annulis

Founder, Owner, and President

Mr. Annulis has 13 over years experience in the development of large scale computer systems, with an expertise in enterprise-wide Automated Fingerprint Identification Systems (AFIS). In 2001, he founded ProQual-I.T. in an effort to establish a quality-minded engineering firm. Determined to succeed, Mr. Annulis feels that the company and its team can continue to thrive in the I.T business as long as their quality standards are never compromised. He has participated in many successful biometrics-related projects, including the Department of Homeland Security's (formerly INS') IDENT Program, DHS' US-VISIT Program, and DOJ's IDENT/IAFIS Integration Program. His entrepreneurial spirit dates back to 1997, when he joined LEX Solutions Inc. (a company which concentrated in the development of biometrics-based systems) as the second employee within the company.

Over his career, Mr. Annulis has worked with large organizations (such as Hughes Aircraft Company and Northrop Grumman) as well as small companies (such as LEX Solutions). He has performed detailed development and integration work, has managed several small and large teams, and has interfaced with countless customers. As a result, Mr. Annulis possesses a unique combination of detailed engineering knowledge and an intrinsic set of skills for fostering teamwork and positive customer relations. Mr. Annulis received his B.S. in Engineering Science from Loyola College in Maryland, his B.S. in Computer Science from the University of Maryland (Baltimore County), and his M.S. in Software Engineering from Johns Hopkins University.

Edward P. Hughes

Chief Technology Officer

Mr. Hughes has over 14 years experience in the development of enterprise client/server applications, with a focus on biometrics. He has been a development manager on several large-scale biometric deployments for both government and commercial customers, including the Department of Homeland Security and the Department of State.

Mr. Hughes has a depth of technical understanding of core enterprise development technologies that aligns perfectly with the ProQual-I.T. vision, including support for Java, J2EE, C++, XML, Web Services, Oracle and agile methodologies. He has a proven record of shipping quality products on schedule and within budget.

Mr. Hughes has held a variety of senior leadership positions in technology development, including posts at Mount Airey Group as Chief Technology Officer and at LEX Solutions as a Principal Developer on the IDENT program.

Mr. Hughes received his B.S. in Computer Science from Pennsylvania State University. He has experience in the government and commercial sectors.
